It was an institution responsible for the planning and maintenance of national defence, as well as the direction and supervision of state administrative affairs. It was temporary established in 1510 during times of war or armed conflict, became a permanent body in 1554 due to frequent wars. In the 19th century, its excessive concentration of power led to deliberate reorganisation (institutional division) and eventual abolition in 1864.
