It is at least noteworthy that a counterstamp in the Latin alphabet is on a coin from the Russian Empire.
This makes me assume that it originates from some part of the Russian Empire where languages were used written with the Latin alphabet.
Perhaps it is from a Polish grocer in Lwow/Lemberg. Or it is something political from Lithuania, Latvia, or Livonia (nowadays Estonia). Caveat: I didn't bother looking up exactly during which periods the given locations carried that name and were part of the Russian Empire, but at some point in time, they were.
All of this is a wild guess, without factual foundation, but perhaps it makes the ball roll in the right direction.
