Locked issuers? [gelöst]

Hello, 

I just wanted to move a banknote to the correct issuer, but I can't choose it in the drop-down box at the editing page (appears in grey). Looks like some issuers are locked now so that banknotes can only be put in one of the sub-issuers. Maybe someone can reopen the regional subcategories of the German Notgeld section again, bc there is also a lot of provincial issues, not just city issues. 

This one N#413811 is under City of Arolsen now but it needs to go under Federal State of Waldeck, because it's a provincial issue, not a city issue (similar in all other German Federal States).

Issuers, which are sections - that means contain subissuers, are forbidden to have their own pages. It messes up sorting, that is why we have this for example:

Let me know which issuers are missing, I will add them.

Ok, so where should I put the provincial issues of Notgeld then? Like a note, that is given not just for Dresden but for whole Saxony for example when “Saxony, Federal State of” is no longer allowed?

I will create places for them, most likely on monday.

No, I forgot about this.

Looks like the problem persists, I just tried to put a note into “Saxony, Federal State of”, still locked. How can we fix that/re-open them?
