In my humble opinion there are no 2 varieties.. It's just a filled die.. 

I have had several pieces in my hand, and if you look with a loupe and turning the coin into several directions.. 

There is always a sign of the 2nd anchor..  The attached photo shows clearly the 2nd Anchor is fading away..

Sorry for the late reply I just saw your message now, well there is for sure two dies, the one you presented does not represent the one with one anchor, I totally agree. However, a rare mule was found by different collectors in Egypt for this coin  both faces observe, ( most probably struck during trails). This mule showed  two anchors on one side and the other has only one anchor.
