Non-circulating coins? [gelöst]

Hello. Why has the type of the coin changed to Non-circulating coins?

The population in ‘69 was a bit over 4 million so 4 million coins doesn’t look like ’not intended for circulation'.

Numista originally listed the mintage as 4,000,000

It was then changed to 4,000 probably based on SCWC data.

 At some point it was changed back to 4,000,000. The non-circulating probably was attached when it was 4,000 mintage.

Will there be a correction? Who is the referee for Guinea?
