Israel KM#158 10 agorot - different variety?

Should these two 10 agorot coins be considered different varieties?
2011 has the text closer to the rim as well as slightly different letter style.

Hello.  My edition of the Krause catalogue notes that (1992-94) there are diffent lengths on the date and thick or thin letters.

By the way, in your signature you're still referring to Cobra's site, but unfortunately Cobra sold his collection and his website about varieties no longer exists and that's very very pity for all the collectors of varieties among us.
