White patch on 1995 D Quarter

Anyone know what it is (should I clean it?) ? I don't think it's ghosting because the patch isn't on the obverse of the coin.

Looks like residue from PVC. It should come off with acetone.

 Could be the planchet wasn't rinsed very well before it was struck. The soap residue leaves white patches. Look at some of the Ikes and Kennedys from the 70s and 80s when quality control was almost nonexistant.  

Could be transfer too.  The coin is almost 20 years circulating.  Someone along the line might have had something on one of their fingers that discolored or stuck to the coin.
