Chinese Central Bank 100 Yuan with all 0 serial number.

I bought this banknote in a lot of other bills in an online auction near me. Once I actually started looking through them I noticed that this 1941 100 yuan bill has all 0s in its serial number. What confuses you? There are often many different variants of "defacing" a note as a specimen. The example on pmg looks more like yours for example.
