Ehm, of course it is 1346 as it says on the note itself ۱۳۴۶.

yes but it was issued in 1967 as you can check here: http://banknote.ws/COLLECTION/countries/ASI/AFG/AFG0043.htm

i doubt 1346 you had paper money

Er, not every country has the same calendar.
Calendar for the given years: Iranian - Persian
In their calendar our 1967 date is 1346 to them.
