Does anybody know who engraved tbis medal? Signature says R J H K?

It says 1939 but it seems that the 3 is above an older 1. So nbr. 9. Neudorf is in Germany. The medal is sold as French. I bought one for my collection.

I already thought of R.Joly but he signed R. Joly.

I think it must be German. I dont believe they hired a French to do a commemorative medal for Neudorf. Between 1911 and 1939! Very unlikely I suppose.

Do you think both medals were made by Raymond Joly?
I am not quite sure. mmmm. There is one medal signed R J, but not in this way.
The style is also very peculiar.
I am looking for a better picture of the other medal you attached.

I am unable to spot the same RJ signature in the medal you attached above. Seems to have the same reverse, but a different frontal design.
