1989 D Lincoln Cent, mess of a coin, I think happened at mint

Hi everyone
This mess of a coin came from my father in-law at his passing, can any of you tell me what you think?
Is it odd that the back of the coin looks normal?

It is defiantly mint made you can see that it almost looks like a ddo but as a struck thru grease because you can see above liberty that there is another vague liberty above it at a weird angle don't know exactly what kind of error this is called but deffenatly an odd one at that.
