Maybe (just my thoughts) it's a mistake by the Royal Mint. The UK switched to magnetic coinage in 1992 and UK 1 Penny coins exist in both metals. If they minted the Falkland coins too (I don't know) it might be possible that they somehow mixed up the planchets or they just didn't care at all and minted them on steel and bronze planchets too like they did with the UK penny.
Anyway, thanks for the answers. I keep the topic open, hopefully we can get more feedback on this coin.

1992 was the Year that the Royal Mint Changed over the Production of Bronze Coins to Copper Clad Steel and there was most probably an overlap in this Process so both Materials would have the Same Year Issued.
