I'm really curious as to why there is a "coin patterns" page on exonumia when most patterns are still seen in most coin catalogs. Which of the two are doing it wrong? The coin catalog or the exonumia catalog?
When you create a coin entry there is a Type dropdown with Pattern as one option. An Essai strikes, like Proof strikes, are variations of coins.
But there is a difference between real patterns made by an official mint and exonumia items called "patterns" which are just an excuse to sell something that some collectors will purchase.
I searched for "essai" and "pattern" in the the exonumia catalogue. As I skimmed the first page of the results in each case I didn't see anything I would consider to be connected to real coins.

To answer your first question, patterns are neither coins or tokens (exonumia), they're patterns. Most guides list them with coins, and I believe that is what is done on this site (I checked the US patterns and they are listed with the US coins).
I believe apuking is correct, the "patterns" shown in the exonumia section are not government issued.
Patterns (not the ones that look exactly like issued coins or literal patterns for cast coins) aren't coins they are at best proto-coins/ design ideas. It was planned at first after the creation of the exonumia section to move them there but because how they are traditionally listed and people throwing hissyfits this move was abandoned (personally I don't care where they are listed because I hide them outside my referee duties).
