Error on 1987 Singapore 50¢ ?

A flower like imprint on the obverse 10 o'clock position. Is it an error ? If so what error type is it?

Because it appears that the affected area is underneath the stuck image I would say that it is the result of an impurity in the metal of the coin planchet which is known as a lamination error.
