It appears to be a souvenir piece of some sort, maybe associated with a museum. "William Penn - Protector and Governor of Pennsylvania." The way it's presented it may be part of a set that would include an example from each of the States or perhaps just the thirteen original colonies. Another guess is that it was manufactured between the 1920's and the 1960's. What makes the piece interesting is the nature of the central design. If it's obvious to anyone out there, please let us know what it represents.
