Always graded 69, rather than 70, if sent in from private owner?

Do PCGS and/or NGC always grade newly minted coins that are sent in for grading from a private individual, even if they have never only been mailed from the mint (in plastic case) to the buyer, then from the buyer to the grading company as MS-69 (or PR or whatever), rather than a perfect 70? I have a bunch of the new 2021 coins from the US Mint that I'd send in if they had a chance at a 70 grade.
My personal feelings, the TPG's have the most wonderful grift on the planet.

The Sheldon Scale goes from 1 to 70. Let's take 70 coins of the same type, denomination, and year graded by the TPG's, pop them out of their slabs, and then get TWO (2) people on the planet to grade them in the same order. I'm betting I would get struck by lightning 3X before that occurs.

Also, I believe we get lazy and start using the +/- grading. If anyone can describe the difference between a VF+ and an EF-, I'd like to meet them. Now move that to the MS grades, 60 to 67. Can you honestly say you can tell the difference between an MS64 and a MS66 (keeping in mind, as a general Rule of Thumb, each Grade level increase, doubles the price). If you believe you can tell the difference, show me your wallet.

In short, collect the coins that interest you and do your best research on available examples.

It's the price difference that concerns me. I'm curious if anyone has experience sending in newly minted coins for grading and what grades that received the most often.
