Italy 2 Lire (Fascist) 1927 overstruck 23?

I'd like to get opinions on this error coin. I suspect it's a 1923 with a wire like fragment struck through the '3' to make it look like a rare 1927. Possibly a 1927 struck over a '23? I can't seem to link to my entry and photo on Numista so I'll link to my Moneta Museum site. The photo has a more detailed inset of the date. Thanks for your opinion.
