I believe this is a 1952 Belgium 1 Franc (French Text) KM# 142.
I included a closeup of the possible doubling on the date. I also included photos of the entire coin.
The Numista page includes information about a 1962 Double Die, but I do not see information about a 1952 Double Die. I also assume this is not a very valuable coin, but please correct me if I am wrong.
