Pineland banknote

Hello, I've come across some paper money from the "Republic of Pineland."

The country in question is one fabricated by the United States Army every year for special forces training.
They have men act as if they are guerillas and issue them a currency, the "Don," for the duration of the exercise, at the conclusion the notes are destroyed.
What I wanted to know is whether or not this could be catalogued as a proper banknote here, as it is technically issued by the US government, or if it would be considered fantasy currency.

I've been mulling over this question. I'm familiar with armed forces currency like these:

So, I certainly see how these Pineland notes might fall under the rubric of banknotes (issued, in a sense, by the government, and ascribed with value, in a loose sense). My first thought, which I still hold, is that these are exonumia / ephemera. Even so, it's an interesting question. What are the criteria for banknotes? I'm sure there's a technical definition, but I've never given it much thought. Where are our banknote experts on this?

These should fall under the Armed Forces category. If that category is under Exonumia or not I don't know, and it really doesn't matter. Just label them as Armed Forces.
