The article
https://en.numista.com/catalogue/pieces39688.html

has description:
1709 31% "HISPANIAR. ET. INDIARUM. REX"
1710 2% (fr) 3.10 gr
1710 2% "HISP∩NI∩R. ET. INDI∩RUM. REX"

Note. Obviously the percentage is from wrongly described occurrence of lines and has nothing to do with frequency as it expected to be. This is not the case of this topic and in this post onwards this nonsense will be omitted.

There is at least one coin of 1709 with mass 3.11 g.
See for example https://www.delcampe.net/en_GB/collectables/item/1410495013.html
where such coin is described.

Does it mean that in Mintage section together with line
1710 3.10 g
there should be
1709 3.10 g

or it means that the line
1710 3.10 g
should be removed?

If you understood how the Numista coin catalog works you would know that you're asking your question on the wrong forum. The (fr) on the year line comment means that the comment doesn't exist on the English coin page as shown below:

Therefore it would be impossible to edit the English coin page to remove the comment. You need to make your request to the French forum here and cancel this request. I hope this helps you understand a little how Numista works. Have a good day.
Ah, that was his problem, well figured out!

This type has a high variability in the mass. I can find specimens in acsearch and MA-shops with a range from 2.8 to 3.91 g across the two dates (and comparable variability in each date).

We should add this in the comments section and remove the date line which refers to a single coin with mass of 3.1 g. I will submit the request.
