Likely because his first completed swap was with someone who opened their account, negotiated, completed, mailed, and rated their only swap with him all in the same day. And they live on opposite sides of the earth... So good job by whomever flagged it as suspicious.

Thanks for updated information, which keeps me well away.
I did however, look at his swap items and noticed he had 99 of the same banknote, so swaps are going to be a bit slow.
