Mexican 500 Nuevos Pesos 1992

I have two 1992 Mexican 500 Nuevos Pesos, Series B both with the same serial numbers. Both are stamped on both sides with the following, “BILLETITO CULTURAL NO NEGOCIABLE”.  Both bills measure 182mm x 82mm, actual paper dimensions. Serial number on both is C2496367.

 

Are these legit?  Copies?  Or what?  Has anyone seen these before. These were in a collection that I had purchased.

Two bills can't have the same serial number so at least one of them is a copy. 

I watched this video on manufactured fakes hosted by the ANA.  The presentation included many notes that aren't so much as fakes as tourists' souvenirs of stamped reproductions (& the like). With that stamp (& same serial numbers), I'd considered these as exonumia or souvenirs.

Wording is different on notes listed on https://www.worthpoint.com/worthopedia/banco-de-mexico-marked-billete-1761474763 and description on that site indicates notes of same denomination do have same serial number.

 

Will

Those look like miniatures Will? I have never seen those. There are other listings for 35 of these & more but the stamps/over prints are different.

They are so-called training notes. I've seen many hundreds of these over the years. The original intent was to train bank tellers and other currency traders to recognize real notes during deposits and foreign exchanges. They usually have a red stamp that says something like “bileto such and such” just like you describe. Bileto simply means ticket. Lately I see these coming out of China (via alibaba) and have seen some auctions and other sellers trying to pass them as legit. When I find them in a bulk lot I shred them. I urge you to do the same. 

These are for bank training, probably when the New Peso was introduced in 1992 and tellers had to re-learn currency denominations.
