The 1867-1992 Caribou reverse 25¢ is a non-circulating coin. In the Charlton catalogue, it is listed as such.
It may well be that some ended up in circulation. When this happens, they become circulating because, unlike the NCLT Micky Mouse coins, if you paid someone with it, they could not turn it down. It is legal tender.
Still, in the Numista catalogue it is a mistake to list it as circulating.
A few years back I got in my change at the grocery store a 2000 loonie with the W mintmark. This was taken from some set or whatever because none of the W coins were meant for circulation.
