Why do these banknotes have Thesouro Nacional on the Numista website- when the actual note has NO TESOURO NACIONAL written above the portrait on the Obverse?

From a quick look at the note, and then a google translate on Portuguese for verification, NO TESOURO NACIONAL translates as ‘in the National Treasury’. This would make the Issuing Entity the ‘National Treasury’ - Thesouro Nacional .
