Hi Friends,
I joined this great Numista community 10 years ago, and now for the first time I face a member that won't take responsibility for his part of the swap. 
Four months ago we confirmed a swap. He got the coins I sent, and rated me. Two months later  when the coins he sent didn't arrive, I asked him to check the status. The La Poste service first claimed the item was delivered, and after our denail they admitted  they can't locate the item, and proposed a 4.5Euro compensation (which means that he used normal, non-registered, international mail).
Since I explicitly asked him to use registered mail and to specify the value as $45, I see him obligated to compensate me. 

After his refusal, he asked me to stop bothering him, and blocked me.
I will appreciate your advice. Where can I complain?

The least you can do is to reveal his name. You might find it unethical but it will save many others from going through the misery.

Looks like that member has had a large number of swaps with a perfect 10/10 rating average.  I would suggest you give him your honest rating where everyone can see it.  You can also report a problem with that member from the profile page.

I'm sorry you has such a bad swap experience. I recommend you post a rating with a detailed comment, so that other members can beware if they wish to swap with the same person.

I didn't want to say anything. You never know … 🤭

Bad swaps can happen, specialy nowadays the customs (world wide) do pay more attention to the content of the parcels of letters that we send to eachother.

It doesn't matter when do customs do ask me for an import fee, I will pay it gladly, but it must to feel awful to lost track of a parcel of letter without any notice.

All we can do it's to keep swapping according the local rules.  This will demand more communication, but at the same time it can help us to avoid unexpected worries.

I recently swapped with someone and I'm pretty sure we both did normal post. I did make the mistake of not putting a return address on the back. Should we do registered post ?? The items were worth under 15 euro.

It must be terrible when one gets the delivery and the other doesn't. The postal service seems very hit and miss nowadays 😪

A return adress is mandatory and take the new EU post rules into account.

Yes i thought as much. But i completely forgot do write it. I will do it from now on though.
