The Ministry of Revenue was one of the Six Ministries of the Qing dynasty’s central government. It was responsible for gathering census data, collecting taxes and handling state revenues. The main source of revenue for the Qing government came from taxation on landownership supplemented by official monopolies on salt and tea. So there is probably no single ministry equivalent today.
Hu Poo is a translation of 戸部 imprinted on other side. Hu Poo is a Ministry of Revenue, supposedly allocated directly under the Emperor, in practice was controlled by other ministers. Whatever is was, Hu Poo / Hu Bu (modern romanisation) was in Peking/Beijing. We can say thus if we see the Hu Poo on the coin, the mintage was done in Peking/Beijing.
