Year 1 corresponds to September AD 253 - August AD 254 so it could be set to 253. It used the Julian calendar.

So I suppose year n could be set to 283 + n

All these Roman era calendars are used only within Roman Empire and provinces, right?

Roman republic too. And I think the Caesarean, Actian, and Pompeian eras were also used in other places, like some Ptolemaic cities, but not sure.
