1973 Canada 25 Cents - RCMP: help identify error

Is anyone able to tell me what kind of error this is? I’ve been trying to find out myself but the definitions and examples online aren’t helping. The obverse looks slightly misaligned (not off strike centre from my research). Except for a few denticals at the bottom of the coin that appear ok, the rest looks like they are half missing or struck through? 
 

The other thing I’m not sure what to call it is what looks like a raised edge on the rim. It’s apparent on both the obverse and reverse but I don’t know what it’s called. On the obverse it’s running from about the 7 o’clock to 12 o’clock.

 

On the reverse it’s thinner but runs from about the 9 o’clock to 12 o’clock. I’ve seen this on other coins I’m adding and can’t find the description of what it is. 
 

Any help describing what i‘m seeing is greatly appreciated. 

I've seen that too on that year of Canadian quarters. Perhaps it's a gunky  impression from the striking tool? Maybe these are the runts of the daily mintage that had excess  material interfering with the strikes.

1973 mountie quarter .

Just in case, that year came with a scarce large bust ,Not sure of any other types. Compare with a 1972 bust.
