What is the difference between these:

which are all at the coins section.

And these:
https://en.numista.com/catalogue/sahara_occidental-exonumia-1.html

which are all at the exonumia section, but I believe to remember were at the coins section before.

Shouldn't they all be one or another?

It says ofc. not recognized by SADR about the exonumia, but did the SADR really only recognize those coins at the coins section in that case?
