Taiwan New Dollar coin [gelöst]

I have a Taiwan New Dollar coin that I am trying to date. 

Written in the coin: 年十七國民華中

年 = Year

十七 = 70 (10x7)

國民華中 = Republic of China

Since the Taiwanese coins are dated from the end of the Chinese Empire Era (1911), then 70 = 1981 ?

But I think the New Dollar was first minted in 1949.  What am I doing wrong?  

New dollar currency was established in 1949.  The first 1 New Dollar coin was minted in year 49 (1960). Your coin is the second 1 New Dollar coin minted first in year 70 (1981).
