Algeria 5 centimes (FAO) 1981 3rd Quadrennial Plan (1978-1981)

In my opinion Algerian 5 centimes (FAO) 1981 (1978) cannot be a genuine, officially issued  coin. There are 4 stages in the history of post-independence Algerian agriculture and rural development:

 

1. First Experience of 1962-1965 (Winning-Back of Sovereignty And Self management);

2. Second Experiment: 1966-1979: Implementation of the National Strategy for Economic and Social Development (sndes);

3. Third Experiment 1980 – 1999;

4. Fourth Experience from 2000 to the present day.

 

During the second experiment the triennial test plan was  launched by the government from 1967 to 1969; the first real plan of development was the 1st Quadrennial plan 1970-73, the second Quadrennial plan is the one launched in 1974-1977.

 

After the death of President Houari Boumediene (1978)  the FLN (governing party) Congress was invited to initiate a change, from a mild departure (change in continuity) to a Quinquennial plan 1980-1984 which was catastrophically followed by the second Quinquennial plan 1985 -1989.

 

Because there was not 3rd Quadrennial Plan (1978-1981) officially launched by the government, then the coin which celebrates the non-existent  3rd Quadrennial plan cannot be genuine. I would also like to point out that in this case the years of the so called 3rd Quadrennial (1978-1981) and the 1st (in catalogue mistakenly 3rd)  Quinquennial plan (1980-1985)  would overlap which is not possible, because these  Quadrennial and Quinquennial plans were official Algerian  government programs. Obiously there cannot be a Quadrennial and Quinquennial agricultural and rural development plan at the same time. To commemorate each of these Quadrennial and Quinquennial plans  officially announced (1970, 1974, 1980 and 1985) by the Algerian government, a coin commemorating the announcement of these plans has also been officially issued.

 

NB: this 5 centimes coin 1978 commemorating “3rd Quadrennial plan” is currently on sale for 1000 euros in the Delcampe. Perhaps the owner of this coin can provide some information about its acquisition history.

 

And more:  Comoros 10 francs 2001 and 2017 should be considered as different types since they bear clearly visible different date numerals. On 2001 type the “0” is round, on 2017 type “0” is oval. On the 2001 type the one is “I”. On the 2017 type one is “1”.

Interesting comments .

There are some specimens of this coin in xf and VF conditions which I see on the internet though I have never got hold of this coin and my Algerian collector friend on numista denied this coin. As per ucoin it sold  in range of $104 in 2018 and $26 in 2019 and there is a VF speciment there

Hi Ole Whats your take on the 5 Francs 2017 Comoros.. Is it a new type? Its pretty pricey

I got this coin last week. Comoros 5 francs 2017 is new type. Size 15 mm and material is  stainless steel.
