It doesnt have a grading yet. Thats y im asking. So i wont waste money on having it graded of it doesnt have a high condition state

like the other post I think its in a capsule with foam inserts and not slabbed/graded

Interesting toning but not at all worthy of gradin even in high condition, a very common date. I would grade VF+/EF

You may just want to  buy  one outright.  There is an NGC MS64 for sale on EBay for $91.  The MS 65s go for $200ish.
