Welcome to Numista. Are you in possession of this coin or can you provide a photo of one with the alleged dot? Not convinced the 1989 exists with the dot relative to fineness. For 1989 there were 2 Obverse types and 1 Reverse type documented. Both sans the dot relative to fineness. The dots mentioned are relative to the cactus. Please see comments on this link.
Where did you find that photo? You should be able then to address his question and update the Numista catalog.
The exact reason I asked the OP to provide a photo. I could not find any documented coins with the dot for that year anywhere else.

I had two of them mistakenly let one go that's why I'm trying to find out how many with the dots may have been minted
Subject 1989 proof with DOT on finest ? The elusive dot how many do you think we're made this way and would you consider it an error . Is it possible the mint is purposely making these errors because 1989 the majority I see are without and proves average 3 to 400 in the proof 68 but the proof 68 with that I've seen go for 1900 I live to rural to take it to a NGC or pgcs grader anybody interested in this coin perfect box with COA mirror perfect I'm sure it's a 70
I don't think anybody has established how many of the 10,000 proofs had the dot versus without the dot. PCGS, NGC, Numista, or anybody else make no distinction nor do they assign different values for with or without the dot.
Correction: Now Numista has a line indicating the variety with the dot for 1989 because our friend above took the time to make the modification to the page. We assume the total of 10,000 proofs produced included the dot variety but simply have no idea of what percentage of the total produced included the dot or an implied or if there is an additional value.
Well we kind of know eBay is the demand side of what they're worth what people are willing to pay and they proof 68 without the DOT tends to cost 3 to $400 but there's one proof 68 pgcs on there from Katy coins asking $1,995 I live too far away from a professional grader but by the looks of mine it's never been taken out of the capsule and is more than likely a proof 70 I would consider trading it for a gold buffalo
You and others can ask whatever you like for what you have. It's worth whatever someone is willing to pay for it. One thing is certain however, Numista is a swap site only and does not allow sales. Good luck with it.
Thanks Harry G I'm new to this numista site. I don't believe I asked to sell it but I did mention I may consider trading it if anybody is interested I do believe the with DOT are either an error purposely done by the mint mine is COA 4400 which I got both from apmex I also have a COA 6200 without a DOT
Start a swap list here on Numista and see what happens. The thing is that you have to find that person who wants what you have. Just some perspective from my point of view, I think it's a beautiful coin but I don't collect them so the value to me is negligible. To others, who knows?
A little advice, if you want to sell it for big bucks get it graded. You won't get a PR70 grade but with a little luck you'll get a PR68 and with a lot of luck a PR69. Here's PCGS Population Reports for the two types of proofs:
You could probably use the total population ratio of each to guesstimate the mintage of both:
w/o dot 78%
w/ dot 22%
