There are probably other sources, but my Schön 2001-2016 catalog from 2017 says “(geprägt 2010)” ("embossed") for the 2007 dated coins, but my Schön 1901-2000 catalog from 2022 (which actually contains coins from the 21st century as well) doesn't have that notation.
The Schön catalog specifies the mints for many, but not all, coins. Coins are specified as being from the CR mint up until 1947, the only later coins are the 2007 coins. Then the mint closed in 2010. The coins without mint marks specified tend to be the not-for-circulation coins (including gold coins). Possibly the mint wasn't doing well so they tried extending the line to include circulation coins again, and closed it after that experiment didn't prove to be a good financial choice.
Any while this rambling seems related, it doesn't really explain when or why the coins were made.
My guess is they made them in 2007, realized they were too expensive to produce so they gave up on the experiment – not releasing the coins. When they closed the mint in 2010 they realized putting them in circulation was cheaper than melting them so the coins were released. But they also could have made the dies in 2007 but not the coins, and in 2010 used the dies to get rid of stockpiled metal when closing the mint.
