I founded  this  1 won , 1966 -1967,  with one side plain. 

The actual thickness is : 0.9 mm

Diameter: 17.2

 Weight: ????

It's a error coin or anything else?

Not a mint error. Post mint damage.  The reverse face was sanded off.  Notice the rim on the obverse and the lack of a rim on the reverse.  The thickness confirms it.
