I found this coin (on the right, next to a standard circulation quarter) in the cash register at work. I know it's a 2017 Frederick Douglas S Quarter, but I don't know if it is proof or enhanced uncirculated. Can anyone help me identify the variety? Sorry if the pictures don't really show the coin that well.

Yup, definitely proof.

 

Very typical for mirror-like fields on proof coins to come out black on pictures. An enhanced uncirculated coin wouldn't have that effect.

I would be interested to know in what kind of packaging these were sold. In other words, how hard is it to get it out of the packaging or presentation card?

 

Did it come in a full set of denominations only, or also in an individual capsule or card?

Proofs (both Cu-NI and silver) only came from the mint in a complete set (5 quarters, 1, 5, 10, 50 cents, 1 Sacagawea dollar and 4 presidential dollars).. They were in a plastic cases like this:

It would take some effort to free the coins and might have to break the case.

I see on eBay that many dealers sell these coins individually in slabs or other holders. I suppose they broke the case open. I know many dealers do the same with Canadian sets.

They must have.  Definitely did not get individual proof coins from the Mint. The Mint did sell smaller proof sets (like just the 5 quarters) but the packaging was the same.

I don't collect non-circulating coins, but I wouldn't break a set for the $1.25 face value…
