Here is the Numista page for this coin:
N#47857
According to the coin page, in UNC condition this coin might realize about US$100 at auction because of the limited mintage (10,000 pieces). But there is an equaivalent limited market for these coins so who can say?? Also, your example is much darker than a typical example might be. At first I thought this could be due to low silver content (ie: 50% silver or what we call 0.500 fine), but no, this is a 90% silver coin so that doesn't explain the color. Could be exposure to chemicals in the plastic flip, etc. Such is life. Do NOT try to clean the coin.
Also, this is a “commemorative” coin, and most countries, including the US, mint these for special occasions or to raise money for a cause. Commemorative coins are usually sold by the mint or by banks and are not intended for circulation. That's why they are usually in “uncirculated” condition. They are sold for a “premium” over face value and collectors would lose money if they spend them.
PS: Here on Numista you can see on a coin's page the “type.” In this case it says “Non-circulating coin.”
