Graininess

What causes the graininess.  Does it come from the mint this way?

Sometimes the process for plating the very thin layer on the zinc blank results in less than smooth surface.  I've see this on AU 2024 pennies and on all (most) prior years back to 1982 but not on 1982 (copper) or earlier pennies.
