India 5 paise 1984 - Are we absolutely sure this exists?

So this is a thick 5 paisa 1984 with "Satyamev Jayate" in Nagari below Ashoka…

The old type without anything below ashoka does exist from 1984, new type with reduced weight with insription below Ashoka is also very common, so first can we please confirm it exists? It was introduced in SCWC quite recently only with other entries mostly errors.

If it does, what it is, is this is an error or they legally changed design and only then changed the weight resulting a small number of these being produced?

That is the reason I have tagged him :) Maybe he knows more - I'm curious as it's a novelty type for me.
