Yes, those circles are the results of an automatic rolling machine. You can see these damages a lot, although I have to admit on this coin it's extreme.

Yes, a very common type of PMD, but I agree it's extreme.
When you see something irregular is the result of scratching, as here, it cannot have been produced by a coining process.
