Compare the weight, width, and metal. It could be a reproduction. 

It should be that one, but OP's coin has 4 characters on top in stead of 3.

That's what I keep running into. I can't find info on one with 4 characters. And when I tried translating, I think it said province of zifang or something. I haven't heard back from the appraiser yet.

Unless my scale is broken or I'm using the wrong scale, it says 18/19g in weight. Can't find my tool to measure width/depth

The bottom of your coin says 分二錢七平库 (Worth 7 Mace and 2 Candareens (weight)) which should be 26.7g. The weight of your coin is not that. Is it magnetic?

I'm going to try a different scale when I get home.

Looks cast/fake, bubbling on the surface

There's no bubbling, as for authenticity I am not sure. Waiting on the reputable appraiser to get back to me. But thank you for the input.

Near as I can tell the top line on the obverse is 造省西陝 which is translated as Made in Shensi Province such as this coin N#275255 Somebody should double check me but if so then obviously it makes no sense for a Pei Yang coin.

Thank you. It's been causing a lot of confusion with finding it. I've only seen one other, but I can't get in touch with the owner of that one for more details.
