U.S. govt minted 1906 (without the mint mark) Philippines Peso?

Not to be confused with the 1906-S pesos. A sea salvage company is offering 1906 Philippines Pesos. Although I don't question the existence of the company based on its long involvement sea salvage of antiquities. However, I don't recall U.S. minting 1906  pesos without a mint mark.  I know the 1906-S is the rarest of the collection. I'm hoping someone can provide some clarity on this.

US MInt in Philadelphia minted this coin in proof quality without a mint mark but only 501 of them.
