and made this documentation trying to sum up the mints of the 1992 coins

What do you think?

There are a lot of different variations of Ukrainian coins. I once tried to put the pages of Numista in order, at least with the major differences, but I had to delete some pages, and no one seemed to care to do it. The referee was not able to delete the lines as well. E.g. - https://en.numista.com/forum/topic109139.html

 

But in the end, I gave up.

 

Regarding your image, most of the types with a 90-degree angle were indeed minted in Rome, but not all, some variations were minted in Luhansk as well. Luhansk with an H. The obverse that you are showing is also one of the types, and most of them were minted in Rome, but not all.
