Mint set coins [gelöst]

Please forgive me for this and spare me the harsh responses.

In my change from the grocery store, I received a 2008 Hawaii quarter and a 2016 Harper's Ferry quarter that were out of the mint fresh. (Sorry, no pictures. I can't take good enough photographs to show the true appearance of these coins.) These two coins are much brighter and defined than 16 and 8 year old coins that have been in circulation should be. 

So, my question is, are coins from mint sets (not proof sets) specially minted to be different from regular circulation coins? They are P and D mint marked, respectively, not S marked, so they are definitely not proof coins. 

If coins from mint sets are minted as normal circulation coins, it would appear likely these coins were from mint sets that someone broke open and released into circulation.

Just find it odd to find two such coins in change at the grocery store.

From the Mint, “Uncirculated quality coins are produced the same way as circulating coins, but with quality enhancements to create a brilliant finish” although I don't think there's much of a difference between Mint set coins and regular ones fresh from the mint.  

 

It's possible someone raided their old collection of UNC coins to buy something.
