Why did Egypt and Syria have identical emblems?

I don't believe either copied the other.

UAR and current Egypt birds are looking other way.

Syria used same bird (hawk of Quraish) before UAR

Egypt used other bird before UAR and after 1984.

UAR coat of arms was eagle of saladin.

Federation of Arab Republics used Hawk of Quraish

So Egypt forgot to change their coins for severals years after disolution of FAR.
