The whole issue is a bit complicated, let's brake it down for clarity:
These kind of forum requests to add a new year are often sent to us on only in case where yearlist is locked - so user cannot add it themselves. In such case, there is indeed a need for a picture in the forum thread like Sjoelund mentions.
In this case however, I seen that you have been redirected to modification process and you reported that you done that. While there is another referee for Niue who will take care of that, I checked the request and found it correcly made.
And as these forum requests are for admins, and I checked that nothing is needed anymore from me, I marked it as “solved” even before the year was actually added.
