Question for 1974. Mintage of 34,000,000 and Prooflike seems incorrect?

Why so? Every resource I can find claims the same mintage. Israel 1974 1 Agora "prooflike' - Mintage 34,000,000 (Ottawa).

                                                                                                                                                                     “Matte”      - Mintage   8,080,000 (Jerusalem)

Ok, and how can I find the difference between both?

It is difficult to find good photos of aluminum coins that are 50 years old and show a clear difference in the finish. “matte finish” would be rather dull from the day they were minted while the "prooflike" would have a relatively shinier and reflective finish from the start. I searched for two good examples that would show the clear difference but have been unsuccessful so far. I will continue to search for presentable photos.
