Which year is more rare? (Nepal, 2 mohars)

Dear collectors!

I've been offered three examples of this type: N#44609 . All three have different dates, 1978 (1921), 1979 (1922) and 1988 (1931), and all three are NGC MS65 graded. 1988 is by far the least rare out of them, however I am not sure which out of 1978 and 1979 is scarcer. Based on Numista entries 1979 is a bit rarer. According to NGC census 1978 MS65 is the sole top pop, and 1979 has 2 MS65 and 2 higher, while PCGS has 9 MS65 and 3 higher for 1978 and 0 for 1979. 

So I would like to ask collectors who have a more extensive knowledge about this topic, which year is considered to be more rare?

Price of each coin is around 77 euro, what I think is quite decent, maybe even on the lower side.

I will add photos in following messages. Sorry for the quality, the seller provided only these pictures, but coins are consistent with pictures from NGC database.

Edit: Small correction, there are 9 1979 MS65 and 9 MS66 at PCGS

I wouldn't expect to find someone who can give a definitive answer to your question. There are probably very few people who have seen enough examples of those years to get an idea of which is more rare.

If I was planning to make a purchase but not get all I'd decide based on which coins look best to me. You can see better images on the NGC web site.
