5 Francs 1971, post mint damage or minting error? [gelöst]

I have not come across this type of coin damage before, if I had to guess I would say it's a post mint damage, but i am relatively new to this, this isn't a value question, I just would like to know what causes this type of mark on both the obverse and reverse?

Next to ‘REPUBLIQUE’ and where it's indented and wiped out the beginning of ‘FRANCS’.
