Why are there lottery numbers on this card, and why are they different on each card?

I am writing about this  Belgium 2 Euro “Lottery” coin N#451966  (N# 451966)

I heard rumors that this coin has a combination of numbers and that sometime in the near future that combination will secure a proof coin to the winner, of course that seems unrealistic to me, but at the same time it's fun so I wanted to share it with you. Your answers made me laugh so much :)
